No, they can be deadstock and overtime they can still deteriorate.

But it also depends on the brand and shoe model. I just recently sold my SB dunks and I have had some of those dunks from 2005 and they are still wearable.

For anyone who need to head this. The glue +humidity and the polyurethane midsoles on the 90's shyt will fall apart guaranteed after a decade plus. More time and they literally turn to dust.

Which begs the question why people chase 10+year old pairs of they not putting them in a museum.
