That's exactly what happened. Rock wanted Cody or KO to be his corporate champion, but Cody was against it and HHH came up with the Cena heel turn. Once they refused his creative input he basically left the WWE hanging, and that basically killed the Cena turn which was a the ultimate clapback. HHH & Cody got exactly what they wanted and it has resulted in one of the worst years in WWE history.
