The cynic in me is wondering whether they used this paused time to put in defects into china's chips like the israeli's do to sabatoge Iran. 
Would be hilarious if the DOD was projecting when it said they were concerned that Chinese fabs would put backdoors into American tech, but that was their ultimate gameplan for china.
