Because Benin and Niger border Nigeria and the Nigerian military has logistical limitations with respect to countries that it does not directly border.

And France obviously has leverage on Nigeria - Tinubu seeks medical treatment in France for his ailments and has access to his health records. If Donald Trump repeatedly sought medical treatment with China, you wouldn't think China would have leverage over the United States?
