It's a pincer move. On one hand they want to do everything possible to ensure black people don't go to PWIs/Ivy/etc schools. And on the other hand they want to bleed HBCUs, slowly. End result is they want you in those (imaginary) factories.

Can i interest you in Trump unknowingly dismantling white supremacy. White supremacy has been a system that ran like a well oiled machine. Often hard to see because the moving parts have been implemented for so long. They didnt need to add anything new to oppress us,because it was all already there in the small details we are accustomed to. So we had a similar thing happen here in Ontario when funding for public universities and colleges was withheld by the government. The schools were forced to rely heavily on foreign students. They pay about 5x the normal tuition fees. So Trump cutting their funding will harm even more local people as the school is forced to rely on foriegn funding.

The increasing amount of foreign students at US colleges has been going on for well over a decade. I volunteered at my company to attend job fairs on campus. And was surprised at how many foreign students attended the job fair especially at HBCUs. And this was almost a decade ago.

Foreigners pay full tuition so it's no wonder colleges prefer them over US Citizens.
