Like many non-voters a dissatisfaction with the election/voting process. Whether it be the difficulty in voting, no candidates addressing issues they care about to the limited amount of choices.
if you're an unemployed person in florida for example, how is not being inspired by the very top of the ticket impacting your life right now? rick scott's rise can be traced to 2010 midterms (and laser like precision gerrymandering nationally as well). he got in there and made sure the unemployment system was unusable. then he was rewarded with a senate seat in 2018 and dekkklantis replaced him as governor to continue the shyt show. but hey the very top of the ticket isn't inspiring so you better concede the rest of the races to republicans and it will all work out.
