"The United States is prepared to respond to North Korean nuclear threats on its own if China fails to pressure Pyongyang, President Donald Trump said in an interview with the Financial Times on Sunday.

This is what happens when you have as a president someone who thinks negotiating foreign policy/military matters is the same as negotiating the purchase of a property. He literally believes that in the same way that a seller might list a purchase price of 1,000,000 knowing that the buyer will offer 800K and that he (seller) would actually be happy to accept 900K, that a country will be more likely to agree to a certain position if he (Trump) initially announces an incredibly dangerous/bellicose policy (even when the U.S. has little or no leverage).
