Breh that's cool but the formal process for doing that would take literal years. If everyone is willing to sit by and not be on some “Shumer is wasting America’s time” while nothing gets done due to that process, then fair play. The Senate doesn't do that cause until this nut came, they would just approve them in groups. Yesterday they pushed an initative to get around it.I think he's holding them so that Trump can come in with a list of his own military officials for those spots. But to be fair there's a very clear path for democrats/Shumer to stop this, and they simply refuse to. They need to hold votes on each member one at a time, and frankly they should do it right before the holiday break to ensure senators don't want to be stuck in Washington.

Senate panel moves toward ending Sen. Tuberville's blockade of military nominations
The Senate Rules Committee voted to approve a resolution that would allow the Senate to confirm groups of the military nominees at once, tweaking the rules through next year to allow votes that normally require consent from all 100 senators.
They still need Republicans and even ones who criticized Tuberville said they were not going to support it including McConnell. Its a dead end.
