Many people, both in and out of hip hop, are 'fans' of Tupac because it's the safe and popular choice, and because he's the posterboy for 'rebellion'. Many musicians, and sadly many rappers, praise him to the heavens because he has a huge fanbase, and by associating themselves with his image the hope they can leech off some of that popularity.
