Its not that they can't fit Bryan in, plenty of years folks pulled double duty, I think this is them preserving him because of the recent concussion.
A quick rumble appearance seems safer than a one on one match. I don't think that has anything to do with it.

I mean he could come in between 27-30 and win without putting in much work if they really wanted him to be in it and win. It just doesn't seem to be the direction they wanna go despite how over he is.
