I got concepts of a plan.
In Okinawa, you see them all over. You feel bad for them. The middle of the island, the bullying isn’t too bad. There are many mixed children. The bases are all in the area. They see black and white people all day everyday.

Standard procedure should be to send them home to a black accepting society during schooling or an international school. Sending them to the local schools is horrible .
They can always return to the nonblack country after schooling as adults with fully formed egos and personalities.
Even for fully black children, they shouldn't be in the general school system either past kindergarten. I think this is where we as a group tend to fail. When you see indians or chinese or cacs at diplomatic missions or with expat parents in farflung locations, They always set up their own institutions to prop up their children and enculturate them. Black parents just parachute them into the nearest 小学校 and hope for the best
