Unable to post Smilies

I have been unable to post smilies for the last two months. The option is no longer there.

I have cleared cookies on all devices. No success.

I tried to live without it, but its a major inconvenience.

I am at work on my desktop. I can't post smilies from my tablets, or my phone either though. My home PC doesn't have the option either. No device.

If you know how to print screen (You do, right?) All you got to do is open up Ms paint, hit paste, and there it is. Simple, free and effective. Then drop it on a free Image hosting site if it's a one off or an established one if you want to keep (People use IMGUR but I've had Photobucket forever) and eat.
