The B2 has been used frequently in combat since 1999
The B2 is a 4 decade old design.
If the objective is to penetrate deep into enemy territory and be able to make it out of there that radar signature has to be drastically reduced at some point.

Unless the B21 can literally disappear. The spirits technology is still more than sufficient.
The raider is smaller. But it's the skin coating that plays a big part in making aircraft stealth
