They do this in most countries. Germany made a big deal out of it last year too. They were kidnapping chinese-german citizens and extorting folks.
Their take on nationality is very unique. Its the idea that as a chinese citizen you are always under china’s rules no matter where you are. Reminds me of Saudi or Russian policy.
