Its more interesting that you read this article and took it as the govt maliciously misleading the public and spreading lies about Russia, rather than information disclosure to keep Russia somewhat off balance. As it mentions in the article, information is rarely rock solid. There does not seem to be a deliberate effort to mislead the public, rather they are releasing info as it comes in without full vetting.
