I don't understand if this means they want GamePass on Steam, or their own Gamepass-like service

They want Xbox gamepass on steam which comes with EA and probably UbiSoft in the future.

I think they really want something to work out between the two but just haven't nailed out what or how yet.
It's really the best of both worlds and could offer deeper discounts on gamepass games via steam, steam already works A1 with xbox live *ahem* network... As far as friend list, what you playing etc etc. The next step being able to log into steam and have access to your gamepass games and steam games. That's a HUGE incentive for gamepass on PC, and maybe at some point they'll be some kind of steam app that'll let you play your steam games on series x which would be absolutely game changing.

There such competition that steam and xbox live allows you to link, cross chat and view friend list and games with other all merged together....

Xbox and Steam is not in competition with each other. If that was the case Halo wouldn't be on steam or other microsoft exclusives.
They already have EA pass, what difference would it make, I just brought some games from xbox studios when they were on sale on steam, if they had gamepass I would've tried it at least once
