If you want something industry standard....it's one of those three (depending on the industry/company)
Premier Pro is a good start though Elements is good way to get your feet wet.
Don't use Windows Movie Maker though

because those answers are obvious, and they're also expensive to get legit. you have to gauge how serious someone is about this, before you tell them to go out and buy $400 software (or go through the trouble of getting it free)
