He said in an interview that he saw the other cop already with a shotgun pointed toward that direction so he didn't feel like he was safe to get out at that time. The only reason they didn't get away with this is because the cop car that bumped him from the front was recording footage also. If they angle wasn't shown they would have gotten away with everything they were trying to do. I think halfway thru this the cops knew they were in the wrong and went into scramble mode to just try and frame dude.
