He could've been, if he didn't play for Jeff Fisher. It's clear Jeff never really liked him or supported him the way he should have. That rookie season, was no fluke, he was legitimately that good. But when the coaching staff doesn't believe in you and doesn't really coach you up, you can't succeed long term. Vince can no longer be a starting QB, physically, he's fine, but mentally this kid is shot.
And Jeff fisher is massively overrated
