He's trying to punch above his weight.
He acts as if he's the leader of the USSR--a continent-spanning Imperial superpower--and deigns to act as such, throwing his weight around, trying to intimidate his neighbors, running blatant wetworks in Western cities, and thinking he has unlimited military might. He thus tries to fukk with the west the same way the USSR tried to.
Unfortunately for him, he's not the leader of the USSR. He's just the leader of Russia. He acts like he's the equal of America in terms of economy and military power, when his economy is the size of Texas, and his military has difficulty acting a hundred miles beyond its border. All he has going for him is nukes, which he starts flexing like a bytch anytime he's challenged. The West responds by holding him in contempt.
Therefore, both America and Europe see the situation in Ukraine as the perfect way to fukk him. We can flood the zone with weaponry and watch his soldiers die and tanks explode without even firing a shot.
