So I'm at this justice conference in in the burbs of the Chi. It was Haitian brother who talking about how Plessy was a Haitian (which I didn't know). Then this Nigerian woman came and said that out of the 12% of Blacks that are here. 10% are non-FBA (Jamaican, Haitian, African, etc). Is this true or is this ?

Exactly. Amara Le Negra's kids have Dominican Heritage on both sides but will probably just check Black on the census.

Safari's kids will be counted as Black as will Nikki Menaj's kids too.

Not really America really doesn't let black folks immigrate to the country like that. I know through an African homie it's mad hard to get a visa here from Africa even just to visit. Canada might be a different story.
