was 2Pac+Outlawz "Still I Rise" already an album that was in the works before Pac passed or was it just an assortment of songs they had worked on?

I remember getting this album one Christmas, I think that was Christmas of 99'.

Album stayed in my cd player for months

but was this an album Pac and Tha Outlawz were already planning on releasing, like with the title and track list or was this just an assortment of songs that Tha Outlawz assembled together after Pac passed and decided to release it as an album?

Crazy how they just straight up ignored all of his premade tracklists, concepts, visuals etc.. and just went cut and paste crazy with payola features and cheap beats.

Pac could've been so much bigger than what his mismanaged estate did with his legacy as he left them gold bars they used like paperweights.

At least we didn't get fake vocals on the tracks unlike that MJ album though.
