I think it was part troll part ratings ploy.
But some of it I think Vince thought he could make two dudes as popular as Hall and Nash had been in the roles.
Not in a realistic way but in an egomaniacal Vince way.

With Nash and especially Hall being kicked around the business being nothing major for years before this kinda can see Vince thinking that.
