The structure of the H2O molecule makes it so that one end repels the other end. Sumn like that. But in a glass of water, the water is continually moving. This is why things dissolve. The constant motion.

its actually in H3O+ or OH- in equlibrium ...which is the actual reason its in motion (van der walls and electro static forces)
