Perry didn't do anything particularly special with his murders. It was just a combination of 1) him having no personal connection with most of his victims making it harder to connect him 2)his victims being criminals that no one gave a fukk about (certainly not police) and 3) most people being too scared to snitch on him.
It wasn't like this nikka was pulling off stealth unsolvable murders (he was killing people in broad day in front of plenty of witnesses). It was more like the police didn't give a fukk about the people he was killing. So after they did your standard half assed investigation (looking at the people are him for suspects) they just dismissed it to the game. And no one ever saw anything.
