Once again in everyone's answer to a problem people leave out the most important part of the equation: the parents. Nobody ever make the bum ass parents that raise a brood of vipors responsible for shyt that their reptilian children do.
If you see a bunch of troubled kids then it is almost always due to the parents. So there needs to be mandatory parenting classes, which should be forced upon anyone that receives public assistance.
