Theoretically yes considering the follicles are still there just dormant. This molecule is supposed to be basically what stimulates hair growth and part of what male pattern baldness inhibits in some individuals.

When Covid started the middle of my head was light and I thought damn I’m really going bald despite my dad barely being bald. Come to find out I think the du rags I use to wear all the time when I had waves killed a lot of my follicles. Got me some vitamin E and the middle of my hair is full again. All thought the middle of my head hair is shorter than the rest of my hair around my head. I have twisty Afro hair now
