actually yes. I think Pro Bowl is the only ballot that fan votes count for(one third but still counts). MVP and all that shyt is mainly from coaches and selected NFL associates.
In the end I don't think it matters. If Goodell wants to fix the vote he probably can and who will care enough to stop him?
