That traffic was due to one of the many shootings that have happened on the freeway as of recently. There's been about 30 within the last two years or so (It's primarily Richmond but this one happened in Oakland)

The traffic out here in general is terrible though. the only time it flows these days is from around 11:30-1:30 on average. All these newbooty tech fukks work remotely and don't know their fukking way around here

I blame it more on uber/lyft/snap chat cause traffic/accidents. They needa tighten up on how to be a uber/lyft driver

Most of the shootings are from an ongoing turf feud. They're following rivals onto the freeway and then letting off on them before dipping out. Unfortunately, this means more people are riding around with heat and leading to more random shootings stemming from simple road rage incidents. I work out there so much, I've considered carrying my piece with me in my vehicle just in case, but haven't brought myself to doing so, yet.
