To be fair, sometimes the diaspora goes way harder than the natives. Many terrorist movements are funded by diasporas, and there are crazy ass Wahhabi/salafis in the UK, Etc, who have never set foot in a Muslim country. So the foreign policy thing is connected insofar as it's often used as part of the militants' method to radicalize kids.
