What are, in general, the Top 10 college football programs?

As someone who doesn't follow college football closely, what would you consider to be the Top 10 programs?

Please note, I'm not talking about a Top 10 ranking for the upcoming 2016 season. I just mean, generally speaking, which programs have the greatest reputation and prestige over the 10-20 years? This should translate to a school's ability to get the best coaches and players

A couple of disappointing recent seasons or a recent scandal or two shouldn't take much away from a reputation that's been built over many years, so please account for that.

I'm curious, because I could probably list a lot more than 10 programs that I perceive to be among the best, and I wouldn't know how to whittle down the list to the best of the best.

Oregon or Clemson hasn't been better than Florida the last 20 years. That's the only thing I would say different

If we talking history it's these 10. Miami got good in the 80s did well in the 90s and early 00s than went back to being terrible. Oregon has just started to dominate and Clemson is to inconsistant. LSU has decent history but there always overrated.
