I don't think it's necessary.

Even during the jim crow era black people still existed and were able to keep living while building families, careers, livelihoods, etc . Even by jim crow proponents the nazis took things far farther than the absolute worst eras of America.


Much like jim crow era, the goal would be to leave the south and midwest for a better life in the North east and west coast. Outright leaving the country is excessive.
