when its super cold, the city opens lots of places where the transient population can go to stay out of the elements.

I have always thought that, if you are gonna be homeless, why not find a way down to florida and be homeless down there. at least u can survive the winters without the agony of the cold.

They had a ton of homeless in Phoenix when I was there. They even stayed there in the summer cuz they were allowed to have one full ride on the air conditioned bus. The drugs are better there too, due to the proximity to Mexico. Fiends be eating good

The Bay Area and LA has a major homeless problem, I assume most homeless people try to make it out West rather than Florida.

LA has skid row which is a entire street full of fiends and homeless people, AFAIK no other major city has anything like that.
