When I mean scene, I don't mean best rappers, I mean the greatest appreciation of the culture. I'm talking about guys who don't 5000 miles away from NY break dancing and probably know more about rap than the average coli poster.

my french is rusty as hell but i remember how big the rap scene is in France. Just walk through Paris, Nice or Marseille and you can see the graffiti everywhere, people dressed they're trapped in the 90's, hiphop shops, breakdance competitions, random beatboxing and rap battles in the subway, it's glorious.
I know a few Polish guys and I never know what the fukk they're saying but they have these grimey beats and nasty flows. Heard alot of rappers are out there. Popek Rak is big apparently but the dude is crazy.
UK is another BIG rap scene. sooo many rappers. I met about 10 in my business management course at university brehs.

in my homecity of Hong Kong it's decent I guess but I don't bother listening. The only dude worth noticing was Jin and he's a bytch. Ran here to hong kong because he flopped in the US even after that wyclef collab and then basically flopped here, doing cooking shows and corny interview shows n shyt. then he ran back to the states again, maybe because of the protests or something. anyways i can't take him seriously after seeing him rap in an ad for lemon tea smfh
