Just the opposite for me...I haven't seen Outlaw Star in years.

Outlaw plot was better all around. Bebop had a couple standout episodes. but stylistically better.

It's a classic for me because I was new to anime then, it was a more coherent Tenchi Muyo with better action, but Bebop is just a classic of the genre.
