No they can not, but under Donald Trump and the Heritage Foundation's line of thinking the children of illegal immigrants are not American Citizens because the parents of those children were illegal and therefore not subjects of the USA as required by the 14th amendment. Therefore according to Trump and his ilk, the children of those illegal immigrants born in the USA should not have been allowed to vote and by doing so they were voting illegally because the children were not citizens.

The 1921 national-origins quota law was enacted in a special congressional session after President Wilson’s pocket veto.
