There has to be more to it than just being in the business for a lot of years.

like for example with the rumors of Stacy Keibler being inducted.

For what? she doesnt have any memorable matches, she wasnt in any memorable storylines as far as women go, and with any guy storyline she was a non factor (even with the dudleys) no title runs, she didnt pioneer anything....

so her looking good warrants induction?

Either a multi-time champion or a very memorable name in the biz is a shoe-in. Take Duggan for example- he was over for years and is always destined to get the nostalgia pop when he shows up. Sure, he was never on the Hogan, Savage, Warrior, Andre level in his day, but he was over enough to tag or feud with most of them. He deserves his spot cause he's a memorable name from their past.
