Only question I have is where the hell did the lil girl learn to top boys off. She learned that from someone or SOMETHING; highly unlikely her 5-year-old self came up with the idea to do that herself. Kids playing around with their genitals at a young age is one thing, but this.....

And unless I missed something, it doesn't even seem like anyone at the school is suspected of actually encouraging/being aware of the behavior at this point; just that since the acts among the kids were said to be happening at the school due to lack of supervision, the school got caught up that way. It also doesn't seem like they're investigating the kids' parents either, particularly the little girl's
