What would it take for someone to actually launch a nuke at another country?

If there was a war, and a modern country was near defeat, would they launch them shyts? I would, but i'm kind of unstable to begin with. I don't mean a terrorist organization, but a country. Are nukes pretty much just for show now since people know others will launch in retaliation or is there any situation where someone would actually think it was a good idea? Do you have any nuclear weapons? If so, how many? Discuss.

Nope even if their country was heading for defeat no one would be crazy enough to do it.

You would be guaranteeing the total destruction of your country as you can bet whoever you sent them too will return the favour with interest.

It would take for the other country to not have any nukes to counter attack, or for the launcher to be way more numerous in population.

If any G7 country was to launch any on another G7 country, the following retaliation(s) from their allies and themselves would probably wipe out the rest of the world.

I guess. But you would be basically ensuring everyone living in major cities is getting lit up.

If you think about it for all their barking even North Korea knows the penalty if they ever actually launched a nuke.

Even the US would be hesitant.
