My family, friends, and children (no matter race) will get me to step in. Adults outside of the first two, will get at most from me a phone call to those who are paid and given the authority to step in without being charged with a crime.

I have a duty to those in my circle (family and friends), and a duty to children since I am an adult. No one else is entitled to me protecting them, jumping in to save them, etc. Seek out your own family and friends to do that, or contact the authorities.
