What's the best way to web surf/watch TV at same time (Not Google TV, game system)

Google TV would be perfect but I heard sites block it. So it's no use. Don't own a game system. Blu-Ray I have is limited to Netflix, Amazon Prime, etc. So is it anything similiar to Google TV out there where (outside of buying a smart TV?

I read an article where they talked about how they're changing their name. And how Google TV was a failure. And part of it was because websites got hipped to it and blocked it
