whats up with this 'slow down on the reps' warning?

i go to rep 2 different posts in a thread and it tells me to slow down

i know you guys had to make some concessions to those fags who were complaining, im not arguing im just wondering what the criteria for this warning is does that mean like wait 5 mins before your next rep or something?

It's the same as saying you have reached your 10 reps for the day, only with some more fancy graphics.
