A lot of communities do things like Trunk or Treat or Mall-O-Weens to cut down on going door to door. These events usually happen the weekend before Halloween (unless it's on a weekend) so the kids stuff is done.

Like a few churches in my city had the Trunk or Treat yesterday afternoon.

Also to the OP's question it was always a holiday that everyone could enjoy, not just a kids holiday. Now the oversexualization of Halloween probably started in the 80s and 90s but ramped up more as social mores around sex became less strict.

Every holiday started out as an adult holiday. You grew up in a time after rich cacs started getting a lot of money selling this shyt to kids so it became a kid holiday.

Modern adults are big ass kids
