Different genres. Beyonce is on that Michael Jackson/Madonna/Janet Jackson/etc level where her albums remain noteworthy events/moments long into her career. At some point that will end but not yet. Cowboy Carter did what, 400k first week? Even super star artists who still sell records aren't doing that. Gaga's album this year did about 220k first week, for reference.
I'd argue Jay didn't become a legacy artist until some point after 4:44. That album sold very well and had a hit record, so he was still very relevant. I'm sure he can still sell records, the same way U2 or Coldplay can still sell records. I just don't think he's capable of having a hit record at this point.

I don't even fukk with Drake but he's a legacy artist at this point. Clearly peaked, dominating streaming with his older material, people are starting to get used to him not being at the forefront, you even got his fans crying about how the game is missing Drake as this nikka is actively dropping albums
But he will still garner attention and some sort of expectation a while from now based on what he did before that peak. You don't gotta make it all the way to the rolling stones where they wheel you out to do your LEGACY ACT and back to the shadows you go. Legacy artists are artists who have peaked, still active and actually have their legacy, which would be set in stone by then be the main draw for them.

I think you have to be completely edged outAgain, read the OP, you don't have to be completely edged out of pop culture to be a legacy artist. You can still have hits, sales, success ect. but it's more so on the steam of your body of work, your reputation than adhering to trends or the timelines of youth culture.
It's why even though I understand why people would say Jay hit this phase around 444 or MCHG, because they're looking for a more obvious commercial/cultural fall off. But to me, The Black Album is what set his legacy in stone and became his biggest draw. Drake's legacy for better or worse is pretty much set at this point.
