When did rapping "off beat" become the norm?; and do you rock with it?

90% of the new west coast rappers can't rap on beat and have no sense of flowing at all, just rambling off beat. Do not get the "hype" with guys like EBKJaybo or the majority of those trash rappers that pop up on Thizzler.
