which city best epitomizes that hedonistic culture of just getting fukked up on booze and drugs every week/day. I know every city has this scene to an extent, but which would you say is the druggiest?

listening to the weeknd makes me think toronto has a real decadent scene

Louisiana gets down on the liquor. Never seen so much public intoxication. I know old dudes that don't even eat. They come to a bbq and don't touch any food. I know guys in the hood that I've known since I was small, seen them almost daily for over 20 years and I've never seen them sober and not stumbling up and down the street ever. Not one time.
