Murders are down and the reason the incarceration rates are high is because of the clinton presidency which was the 90s. So 10s by default.

I'd say the '10's..

More black people are getting involved in fields I had no clue about primarily, the software field, the rise of small, mobile black owned media, access to much more affordable health care and options.
