Not only was the radio soundtrack dope but the game soundtrack (The Score) was top notch with music made by Tangerine Dream and The Alchemist

I still haven't played all of GTA5, so I can't speak on that. But Vice City probably wins it for me. Multiple radio stations came through, I don't solely listen to hip hop. Soft rock, oldies, rnb.... yea definitely VC.

Vice city and its not debatable...

Still to date the only GTA you could bump any radio station in...
My mans Fernando on Emotion FM had a nikka feeling...

The rest of the games all had individual great stations with a lot of hit or misses...

Game FM in GTA3 my personal favorite...

When that Sean P (RIP) track hit had to pull over every time to let that finish...
