I want to say Louisiana but GA has a gang of talent that came out of it.

LA has a bunch of hidden diamonds too outside of the Cash money/No Limit stuff, that are huge.

If we talking overall black music, the r&b that came out of Atlanta will make it undisputed, but hip hop wise its really a tough call because of Louisiana's influence in modern culture
