I don't think João Pessoa has ever had a black mayor either, but it does have a bunch of representatives. Blacks voting for blacks isn't as strong in this country either. Presidential candidate Marina is black but the majority of black vote went to Dilma, who is white. We don't talk as much about "the black vote" like you talk in the US. The stuff about ruling classes is true though, the economic elite tends to be white no matter where, but I was talking more about in terms of social interactions.
